MassHire Youth Industry Sector Coordinator

(Full Time – 40 hours)

Job Description

Basic Functions

The Youth Industry Sector Coordinator provides oversight, support and technical assistance to a variety of grant projects the Workforce Board administers within its designated priority industry sectors and with its regional partners as it relates to various Youth services.  This position requires familiarity with and periodic contact with its thirteen local school districts that will help inform students the applicability of career pathway orientations that align with the Workforce Board sector strategies.

The incumbent will be the primary point of contact in planning, coordinating and executing the Board’s Connecting Activities School to career, school to work annual grant conveyed by the Massachusetts Department of Secondary Education.  Duties include managing the progress of assigned grants/programs and designing strategies to address any challenges encountered in order to ensure successful outcomes of youth program services.

To assure alignment with industry sectors, the incumbent will be required to be conversant and provide support in the myriad of training resources available through other grants administered by the Board.  The Board currently administers a five year regional manufacturing training grant; is in the implementation phase of a two year healthcare training grant; supports numerous Off Shore Wind initiatives with area educational institutions and is in the process of implementing apprenticeship opportunities in the maritime trades.

Rounding out these functions requires strong meeting organizational skills and the ability to participate with the Board’s staff in the preparation of all outward facing events including committee and board meetings.

Primary Duties

  • Familiarity with all the services provided at the MassHire Career Center to be able to communicate those services to all area schools and other youth populations
  • Responsible for the implementation and coordination of Connecting Activities projects in relation to industry sectors
  • Assist in the support and execution of each school’s career awareness, exploration, or immersion activity
  • Develop employer partnerships
  • Execute Work Based Learning Plan Activities
  • Collect and input internship and other CA data into the Commonwealth portal
  • Collaborate with partners to raise awareness of the CA program and youth events
  • Facilitate CA related training for businesses
  • Encourage businesses to sponsor year-round internships as needed
  • Assist in the coordination of meetings with teachers, businesses and department heads in partnership with the South Coast Chamber of Commerce and MassHire Career Center
  • Collect internship and employer data from regional schools
  • Other duties as mutually agreed upon by the Youth Manager

Other Duties

  • Knowledge of and applied experience with workforce development programming; including, but not limited to, program design, development and implementation strategies
  • Knowledge of adult learning theory and incumbent worker training approaches
  • Commitment to providing excellent customer service while guiding employers through unfamiliar procurement and grant management processes
  • Understanding and knowledge of offshore wind and emerging renewable energy technology
  • Ability to coordinate and manage ocean related industry sectors
  • Assist in the coordination and completion of the WIOA Four Year Local Plan
  • Skilled in engaging and building relationships with stakeholders, including private employers, public partners, training providers, program staff and colleagues
  • Ability to understand training program models, analyze training for effectiveness, quantify outcomes, and convey finding to others
  • Excellent oral and written communication skills
  • Excellent problem-solving & organizational skills; ability to manage complex projects, anticipate and prepare for deadlines, and coordinate multiple time-sensitive priorities
  • Ability to work independently, establish priorities and exercise good judgment
  • Capacity to coordinate and manage events

Minimum Qualifications and Requirements

Associates Degree; Bachelor’s Degree (Preferred) in Business with at least 3 years of knowledge/experience to address and advance industry sector training needs in the region

  • Professional demeanor
  • Ability to operate office equipment, including multi-line telephone, fax machine, copy machine
  • Bi-lingual skills a plus
  • Proficient in MS Office Suite; Proficiency with Excel required
  • Excellent written and verbal skills
  • Strong organizational skills
  • Ability to pass a CORI
  • Experience in workforce development, training, economic development including relationship management/contract management, program development and/or grant management, or equivalent experience
  • Must have reliable personal vehicle as moderate travel throughout Southeastern Massachusetts region is required
