State Updates




The Massachusetts State Legislature heads into the 2nd year of their two-year term with priorities ripe for action setting up a busy sprint to the end of formal sessions.


Legislative leaders are looking to reengage on talks about an omnibus energy bill to tackle energy costs in the Commonwealth. Talks had halted prior to the new year after draft legislation was released in November. The legislation was quickly lambasted by environmental and clean energy advocates for making changes to the Commonwealth's clean energy goals.


Gov. Healey is set to address the Commonwealth during her “State of the Commonwealth” address on Thursday, January 22nd, where she will outline her remaining priorities as her administration heads into a reelection campaign.


Most notably, budget deliberations will start to unfold after the Governor releases her budget in late January, followed by hearings in the legislature in early spring. Early indications point towards a turbulent year for state budget makers and advocates alike.

Unemployment Rate & Economic Analysis


The Executive Office of Labor and Workforce Development released the unemployment rate of 4.7% for November 2025, compared to the national rate of 4.6%. Click here  to read the 01/07/2026 state press release. 



The labor force participation rate, the share of the working age population employed and unemployed, decreased to 66.6%.


The Executive Office of Labor and Workforce Development presents the 2025 Massachusetts Workforce Data Report and Dashboard in partnership with the Boston Women's Workforce Council and members of Boston University's Faculty of Computing & Data Sciences, Dept of Computer Science and Dept of Sociology. The dashboard provides several ways to access data and insights on the Massachusetts workforce.

Federal Public Policy

Federal Updates




Following the Federal Government reopening in November ’25, Congressional spending is yet again set to expire on January 30th absent congressional action.


Thankfully, on Tuesday January 20th, Congressional leaders announced a bipartisan spending agreement for FY26 Labor, Health & Human Services spending package. The agreement mirrors previous proposals from the Senate Appropriations Committee from Fall 2025 which level funds the majority of WIOA and Workforce development programs. This agreement also quells the fear of potential block grants to the federal workforce system.


In addition to the spending package, Congressional appropriators also included calls for the Dept. of Labor and Dept. of Education to give biweekly briefings and reports on the two agencies Inter-Agency Agreement implemented at the beginning of the Trump Administration.


The report outlines congressional concerns about the agreement, and the lack of authority for the Dept. of Education to transfer funds & programs over to the Dept. of Labor. To curtail those efforts, Congress will be more closely monitoring the two departments, should this legislation pass. A vote is still yet to take place, but is anticipated to occur prior to the January 30th deadline for funding.

The Boston Private Industry Council (PIC) has appointed Michael O’Neill as its new Executive Director, effective January 5, 2026.


A lifelong Bostonian, business leader, and longtime PIC member, O’Neill brings over 25 years of experience in finance and civic leadership, including service on the Boston School Committee.


He succeeds Neil Sullivan, who led the organization for more than three decades. O’Neill will guide the PIC as it continues to connect Boston residents with meaningful career pathways and strengthen public-private partnerships across the city.
